In response to the military moving their bases from Okinawa to Guam, the population on the island of Guam was expected to increase by 25%. Our study identified opportunities and deficiencies of the island infrastructure and facilities that would be stressed with the changing population and activities on the island. Study concentrated on public facilities: cultural, medical, correctional, educational and public safety. Recommendations for adding facilities or infrastructure were presented.
